Hawaii to Germany as Cat. 5 ?

In relation to your proposed trip, traveling SpaceA to/from Hawaii to Germany as a Cat V, this is not permitted. You are limited to OCONUS to CONUS or OCONUS to OCONUS (within the same OCONUS region). You are not permitted travel from one OCONUS theater to another. It will be just me (military dependent) and my 3 year old daughter. My husband will stay in Hawaii. Now my question is if I'm eligible to fly from Hawaii (OCONUS) to Germany, or am I just eligible to fly from OCONUS TO CONUS?!? Thank you already in advance!
