Phone cards for crew members

In the old days you would see a phone bank at the piers, on this trip I did not see them, but did many of ships crew with cel phones. We looked at several today but they all seemed to be usable from the USA not from Europe. Some also had a $1.25 charge each time it was used. Can anyone recommend a card? Thank you. Trish
