It is a waste of time to try to address the CNO. He is charged with maintaining a fighting Navy, with ships, aircraft and sailors equipped to do the job. CNO is a member of The Joint Staff, which has a direct advisory "line" to SECDEF as a part of the National Defense Command Structure, controlling ALL command authority via the various Unified Commands. Additionally, CNO serves directly under SECDEF via SECNAV in the Dept of the Navy for administrative and organizational issues. It is in this second role that the budget is formulated by the various Asst Secretariats. Unfortunately (or fortunately, for some), it is CONGRESS that has final budget authority as well as line-item veto/modification power. Here is where SECDEF's annual budget for manpower/reserve affairs (incl medical care benefits) is manipulated and usually ends up being increased to the detriment of both weapons systems maintenance/acquisition and installations/environment.
The final budget allocation is up to congress. If you feel short-changed (and I certainly do), you should be addressing your opinion to both the Senate and House Committees on Armed Services (Sen Carl Levin, D/MI and Hon Ike Skelton, D/MO, respectively). Also the Senate and House Committees on Appropriations.
Usually, MOAA, FRA, and similar organizations will do a creditable job of carrying the message to congressional leadership -- but ONLY if you give your input. Bottom line, write your congressman and write your service organization.

The CNO, what is his job? By law, he reports directly to SecNav for the command, utiliization of resources and the operating forces of the Navy. He does NOT have operational command authority over U.S. Naval forces.

That sounds like a full time job with a lot of responsibilities. It is a job with no future. When you have served your tour, you retire. While serving, I imagine that his interests are focused on the currently serving personnel. He may have interest in the well being of retirees but they are not in his orbit.

My suggestion is, when picking a target aim for the right one.

As a retired person, I am very much concerned and interested in my benefits. I do not want to see them eroded. The benefits were never a motivating factor in my serving. To associate with the dedicated, intelligent, well informed individuals who gladly served their country did it for me.
