Bob is definitely correct. Even if you are in a terminal and have access to a telephone back to the states or to an 800 number, use it before walking up to a rental desk "cold." I did exactly this at Edinburgh, Scotland a number of years ago and save hundreds!

Neal, it's been my experience throughout Europe that you receive a hefty discount if you reserve a car prior to your arrival. I don't know or don't recall if the amount of lead time you give the agency is proportionate to your reduced rate. Also, it seems to be the practice that the longer you rent the car the less the daily rate. Thank you for putting all this down in writing for us.

In reference to National/Atesa, we have rented twice using "www.doyouspain.com" and both times, the rental agency was Atesa. We have had great luck with them on one way rentals in Spain. However, one quirk is that they charge up front a 100 Euro fee for insurance that is refunded at rental return assuming the car has no damage. Both transactions can go through your credit card. If you are renting from a larger city (that includes Cadiz) check several locations as prices will vary with actual supplier. David

Neal, I would like to thank you on my behalf and I'm sure, alot of other SPATS for the tremendous amount of work you put into your report. I have transferred your information into a folder in My Documents and have wirelessly moved that folder into my iPhone. It will also be in my netbook. I feel so connected but to what, I'm not sure.

About six weeks ago we rented a car from National/Atesa on line at the National website for Malaga, Spain, for a week (7-days) & returned to Cadiz for 255 EUR. The office was closed, so we returned the car to Jerez Airport. National/Atesa re-rented the same vehicle to us another week for 235 EUR. It was a Peugeot 207 with about 3,000 Kilometros on the dial. We put about another 3,000 K on it.
Taxi, Naval Station Rota to-from Jerez is about 50 EUR, oneway, so we rented a car at the Pax Terminal at Rota for one day to return the National car to Jerez Ariport (~35 EUR).

The following has been a little project that I have been working on. If you see mistakes, corrections, or additions that you feel might be helpful please send them to me. I will post it again with corrections and additions if I feel that it would be helpful. This was updated during the 3rd week of May 2010. I hope it is helpful to the Space “A” community but I can make no guarantees that it is perfect. I have been helped so much by others posting information in the past that this is my way to say thanks.

Here a comment regarding Europcar at the Pisa airport (Italy):
Beware of this office! We rented a car from them in August 2005 and had a lot of trouble. This office is as disorganized as it gets. We waited in line for probably 2 hours or longer to get our car when we arrived, and all customers in line became more and more irritated and annoyed because nothing moved... Some were ready to explode and I don't blame them. All other car rental lines had cleared. It was a mess!!! It was not any better when we returned the car. There were customers who were so angry that they were at the point to either become physical with the two car rental agents, or get a heart attack right there.

We had made and prepaid our reservation through Expedia but of course Europcar charged our credit card again and it took me months to get my money back. In the end I had to call their headquarters in Italy to get my case solved. Did I expect anything else after our experience at their counter? No.

So if you rent at Pisa airport, be warned. By Marita Marcano

The on base vendor is also a travel agency. They will leave the keys at the Lodging office if you are arriving after hours and you come back the next business day to complete the paperwork. There rates are as follows quoted on 2-16-2010.
March rates:
Small car 20 euro per day with full insurance
Medium car 30 Euro per day with full insurance
Auto transmission car 35 Euro per day
April rates:
Small car 25 euro per day with full insurance
Medium car 35 Euro per day with full insurance
Auto transmission car 35 Euro per day
They also quoted me a special rate in March 3 days for the price of 2 days.
The base is adjoining the commercial airport so there are also rental car companies available there. It would be a 3-5 mile trip from the base to the commercial airport due to the route the road takes.

The following E mail was received from Horafaka Car Rental.
“The price for 1 day is 20 euros and for a week the price is 15 Euros per day. There prices will be valid until March. The car has full insurance with 300 deductible. The minimum age of the driver must be 23 years. Will deliver car to the base.
Our office telephone number is 28210 39411 if you are here in Greece otherwise you have to add the Greek code number and Stelios' mobile phone number is 697 44 277 95.
We accept credit cards MasterCard, Visa and in the nearest future American Express, but the bank keeps a commission of 3%. It is possible to arrange to leave the keys somewhere if you would like to drop off the car in the evening.
Best regards,
Stelios Tzamariadakis”

The following information about Souda Bay has not been verified by me but was taken from previous posts. I thought it was good information to include.

The price on base at Spa Tours was E 22.00 for a small car and some higher price for a car large enough to accommodate the four of us. We called Stelios (cel 6974427795) at Horafakia Rent a Car. He said his sister would call us shortly, which she did. We rented a Hyunda Accent for $22.00 per day on weekly rate. We dealt with the sister from there on, her name is Haroula (cel 6974458180). She speaks good English and is very good to do business with, we extended our week for two days at the same price. We purchased coupons at the exchange for 123 liters of gas from the station on base for $94.00.

The base is out in the boonies. A car is almost required. I also used Horafakia Car Rental in Crete in Sept 07. His home/office is in Horafakia, about 4-5 miles away. He is a nice guy and will bring your car to the front gate. He has a portable credit card imprinter so you can sign the credit card slip and the contract on the hood of the car and away you go. Real easy, except if you want to turn the car in earlier than originally planned. He doesn't like this. He says he can't issue credit card refunds. I was able to get some Euros out of him for the 3 days credit I wanted. Of course, I took a beating in this exchange. Be careful.

Some folks have reported a good experience with Stelios Tzamariadakis’s "Horafakia" in a small village of that same name nearby the NSA. Simply give him a call on his cell when you land and he will meet you at the front gate with the car (short 3-4 minute walk).

There is a Europcar location in Bitburg and the base shuttle office told me that the base shuttle will take you to the base (housing area I think) at Bitburg but will not take you to the car rental location. This is the shuttle that goes around the base and to Bitburg. They will drop you off at the Bitburg Exchange. You could then call a taxi from the Bitburg taxi (06561 17066) that can take you to the Europcar office in Bitburg. The taxi fare would be between 10-15 Euros. I don’t think EuropCar charges extra for returning the car to other locations in Germany. I understand that Bitburg is 10-15 km from Spangdahlem.

I called the Mildenhall PX number today and the lady I talked to said they can only rent to someone stationed in England. I looked into a rental last year but drop off seemed to be a problem.

Last year instead of a hop from Ramstein we flew Ryan air to Stansted and rented a Hertz car. We dropped the car in Newquay and rode with friends for a week. We then rented a Hertz car at the train station in York and returned to Stansted. We spent one night at Mildenhal to check it out. Looks like if you plan to fly in and out of Mildenhal the easy way is to rent from Mildenhire (1car1.com) at the bird in hand pub.

just a quick note to let everyone know that Dan Dooleys is a fantastic place to rent from in Ireland. We rented a 6 passenger mini van with unlimited mileage for more than 2 weeks for about 1000 dollars..that included the "excess waiver"...a plan which basically covers the excess waiver for you and prevents any further charges to your card. I dont think it was bad all things considered and they were extrememly helpful in every way.

I have had wonderful experiences with Dan Dooley on at least 5 occasions. When you make the reservation on phone or online, use the discount code DOCHERA It gets you 10% off. I would advise taking the additional insurance. It has paid off for me twice. Ask them about Master Card vs American Express. Ireland is just a little different.

Problems with just a state-side license when OCONUS?

None, so far (knock on wood). But (in 16 yrs living OCONUS + many trips as a Cat VI) I've never been stopped by any of the German, Italian, French, Belgian, Dutch, Swiss, Czech, Austrian, Greek, Turkish, Spanish, Japanese or ROK police either. (I'm assuming the Brits won't have a problem w/ my NC license.)

In the event of a stop, the IDP will translate my state-side data into their lingo. Without the IDP, it's a crap shoot that I won't have to go to the closest station to fine some police officer that can read my NC license....and maybe two hours later (a guesstimate on a fast process) I'll be on my way.

The $20 IDP is like life, health, auto, flood, property damage & liability insurance...it's only good when you need it.

Does anyone out there have a tale of driving w/out a IDP and ended up w/ a horror story??

The only one I have is when the eldest son was making a moving violation maneuver and had to pay an "on-the-spot" fine. Had he not had the D marks & IDP in hand, it would have been a trip to the station for him, while the family sat in the van waiting.

We, the family PAX in the van...snickered, guffawed, poked fun & shot photos at his expense, because he insisted on getting autobahn driving experience and got ticketed in his first hour of his driving. He was driving on back country roads and what he did was a typical CONUS maneuver trying to get ahead by driving on the shoulders vs. merging in turn ... but in Germany it's a "no, no". He groveled & squirmed...we bailed him out by putting the cash to save him a trip to the hoosegow.

{Und mein deutsches, italienisches & Japaner ist verstanden zu werden genug.}

As a precaution I obtained an Int. Drivers Permit but on many trips I have never been asked for it but I have never been stopped by the police in Europe.

Last week, we rented a car at Rota and were quoted a cost double the usual fees. When we said we had a reservation, the costs went down to what your info states. Suggest anyone thinking of renting from NEXT, email for a reservation.

Thanks T. Pender for the note you posted. Permit me to add that it might not be a bad idea to check more than once and even compare the rates with what you get via our website entering the Hertz website there (our CDP should be in there).
Also additional drivers (not just one!)are free of charge by contract between Hertz and Charter US and nobody should tell you otherwise. If anyone does, ask them to check the "Hertz Help" platform - it's listed in there. This can amount to a sizeable savings in some cases and I don't think that too many - if any - have this provision to offer. Don't hesitate to contact me, if you need further advice. Good luck and good travel, Annemarie

Neal: thank you for that excellent post on car rental. I called AnnMarie and she was very helpful. She asked that I post this information from her.
If you have a reservation with HERTZ for some time in the future she recommends you call them at least once before you arrive to and check the rates. They may have gone down and if so they will adjust your rental rate.

The following has been a little project that I have been working on. If you see mistakes, corrections, or additions that you feel might be helpful please send them to me. I will post it again with corrections and additions if I feel that it would be helpful. This was updated during the 4th week of March 2010.

We accept credit cards MasterCard, Visa and in the nearest future American Express, but the bank keeps a commission of 3%. It is possible to arrange to leave the keys somewhere if you would like to drop off the car in the evening.

Last year we rented from Enterprise at Barton Mills. We walked from the terminal to Bird in Hand and they picked us up. We left the car at the Bird in Hand when we departed. With a known international company we could use a discount code.

In previous years we have rented at Bird in Hand. They had the AAFES concession but we did not get a military discount.

just a quick note to let everyone know that Dan Dooleys is a fantastic place to rent from in Ireland.

Thanks, Monty, for the discount codes for Hertz. I was able to book a 1-day rental from Hahn to Ramstein for $20 less (including the $12.60 drop off charge) than I was quoted earlier.

Also, was told that the only way to rent from Europcar on base at Ederle is to call the desk: 011-39-0444-71-8019. It worked for me.

Neal, when I rented from the Rota NEX in, I believe 2008, their policy was a free drop-off in Moron IF you had rented the car for one-week or longer. Do you know if this is still the case? I seem to recall that the reverse was also true of a car rented at Moron and dropped in Rota.

For those that are interested, Hertz is now offering a special rate in Europe. The RQ,code is WEG & when combined with the CDP,AAA rate provides a significant discount. Last year I rented from Hertz for 27 days at Frankfurt, receiving a rate of 623.16 E, which I prepaid in $ US @ 832.32. My rental this year is at Kindsbacher Strasse, Ramstein (VW Golf w/air) for 29 days at 622.53 E with no prepay required. I began checking prices last November when the quote was coming in @ 704.00 E for the same time period but for a smaller vehicle. It pays to keep checking the rates because the deals show up unexpectedly. Hopefully, the $ US will continue its advance against the E, which makes traveling a bit easier.

I've used a rental car broker numerous times and believe we got good rates from them. Insurance and 2nd driver is included in the quoted price. Might try them for a comparison. www.economycarrentals.com Bob

The following has been a little project that I have been working on. If you see mistakes, corrections, or additions that you feel might be helpful please send them to me. I will post it again with corrections and additions if I feel that it would be helpful. This was updated during the 3rd week of March 2010. I hope it is helpful to the Space “A” community but I can make no guarantees that it is perfect. I have been helped so much by others posting information in the past that this is my way to say thanks.

Off Base Car Rental
horafakia_car_rental@hotmail.com

I understand that Bitburg is 10-15 km from Spangdahlem.

just a quick note to let everyone know that Dan Dooleys is a fantastic place to rent from in Ireland.

I received a quote from Miguel car rental in Rota a couple of days ago for Renault Clio 4 door Diesel for all of this July for €550 "total" whatever that means. At the current rate of exchange and calculating from noon on the 1st to noon on the 31st, that works out to $25.01/day at the offical exchange rate as of this moment. Too bad I'll be in the wrong end of Spain. :-(

info@miguelrentacar.com

The quote was signed by Daniel Marquez.

That's all I know about it. For more, e-mail Daniel.

I'm with Jonh D. on rent vs lease. Europe by Car is apples and oranges, plus a lot of things are skewed on the Rick Steves perspective of how to do things. EbC includes massive insurance costs -- equivalent to 'super cdw'. Debate over CDW is endless. My experience (avg of three european trips per year of about a month each which we've been doing for seven evers) has never found leasing to be a better deal than a plain old rental. Only other thing that my experience may have twisted is that we only rent the smallest/cheapest car available.

Anytime I've looked into leasing a car it's has always cost more than the rental. What was your cost comparison (duration, location, type of car etc...) for the lease you'll be doing in May compared to a rental?

If your need for a rental is 17 days or longer consider leasing a car. We first read of this from Rick Steves and are leasing through Europe by Car. Will be doing it in May. We haven't read anything negative and sounds like a better deal in general - cost, insurance coverage, extras. We will report on this when all has been said and done.

The following has been a little project that I have been working on during the last week. If you see mistakes, corrections, or additions that you feel might be helpful please send them to me. I will post it again with corrections and additions if I feel that it would be helpful. This was done during the 2nd week of February 2010. I hope it is helpful to the Space “A” community but I can make no guarantees that it is perfect. I have been helped so much by others posting information in the past that this is my way to say thanks.
