Stop by the USO at BWI, and see if anyone else is also needing to get to Dover. You might be able to share a van/shuttle or rental car. They also have the latest info on costs and services available. |

Depends on what you mean by "best" and also depends on whether it's one person or more. If money is no object then best is certainly a taxi as you just walk out the door, get in a cab and someone does the driving - no hassle. Next best may be a rental car. |
